“Scritchy” is a made up word from the combined words “Sketchy” and “Scribble”.

It’s a style Pomeroy created in the 90s for animated shorts that were “shot in fours” (a normal film rate is 24 frames per second. Shooting in fours is to use the same picture for four frames before switching to the next frame. Click here for an example)
